As part of the research and development of FIRO within USACE, FIRO viability is being tested at pilot sites in a variety of locations where varying watershed and reservoir conditions provide a diversity of situations to explore aspects of what factors influence the success of FIRO approaches. At present there are four pilot locations.:
- Lake Mendocino on the Russian River in northern California
- Prado Dam on the Santa Ana River in southern California
- New Bullards Bar Dam on the Yuba River and Oroville Dam on the Feather River in east-central California
- Howard Hanson Dam on the Green River in western Washington
Each pilot study follows a similar pattern of developing and publishing a work plan, conducting and publishing a Preliminary Viability Assessment report, and conducting and publishing a Final Viability Assessment report.
